The city council provides that in order to enforce the collection of any charge relative to the cost of construction, reconstruction, maintenance, control, operation, replacement, and provision of any public utility services provided by the city, one (1) charge shall be made for the combined use of the public utility services provided. However, the charges for each service shall be separately stated on the bill. For purposes of this chapter “public utility services” shall mean culinary water services, sewer services, secondary water irrigation services, storm water utility services, solid waste disposal, and recycling services.
