Any person desiring, or who is required, to secure public utility services from the city, when such services are available, shall apply therefor to the city and consent to a utility agreement with the city, which shall set forth the terms and conditions of the use, maintenance, and termination of public utility services and shall be in a form approved by the city council. This agreement shall be reviewed from time to time and changed, as approved the by city administration, to ensure continued compliance with any municipal, county, or state requirements.
