The superintendent of the waste removal department of the city, or other duly authorized representative, may visit all premises within the corporate limits of the city from time to time to examine the sanitary conditions of the premises to determine whether the provisions of this chapter are being complied with. Upon written notification served personally or by mail, postage prepaid, by the superintendent, or his representative, to the owner or occupant, all persons, firms, or corporations, shall within three days from the date of service of such notice, comply with the provisions of this chapter or be deemed guilty of a misdemeanor.
