The police officers or animal control officers of the city may, in their discretion, provide for the destruction of any dog running at large within the corporate limits of the city in violation of the ordinance of the city, as codified in this title, which dog has been determined to be a nuisance and which has previously been observed running at large by the animal control officer or police officers of the city at least three (3) times, after a reasonable attempt has been made to notify the owner.
