1. No owner or person having charge, custody or control of any dog shall permit, either willfully or through failure to exercise due control, any such dog to defecate in such a manner that the feces thereafter remain on any public street, gutter, sidewalk, public park, or any other public property. This provision shall apply when the owner or occupant of any private property does not grant permission to the animal's owner to use such private property. Any person allowing their dog to defecate on property other than their own property, shall remove such feces immediately.

2. Every person owning or occupying any property or premises where any dog or other animal is kept, shall keep such premises clean and sanitary.
