Whenever any unoccupied building is not properly secured or enclosed, the fire chief, or his deputies, shall immediately visit the premises and notify the owner or person having control of the same, forthwith to secure or enclose the same, and the person so notified as aforesaid shall, within 48 hours, comply therewith.
