The city justice of the peace shall pay all moneys belonging to the city received by him for fines or otherwise into the city treasury on or before the second Monday of each and every month taking the treasurer’s receipt therefore; provided, however, that said justice shall retain as part of the compensation for said office all fees in civil cases brought in that justice’s court.
