Prerequisite to the occupancy of any recreational vehicle park an annual license shall be obtained, which shall be issued only after inspection by the city and compliance with the conditional use permit. It shall be unlawful to operate a recreational vehicle park without first obtaining a license, and said license shall not be renewed or revoked upon failure of the owner and/or operator to maintain the park in accordance with the standards and requirements as set forth in this chapter and the conditional use permit.
