Within ninety (90) days after the reimbursement application is deemed complete and correct by the City Engineer, the City Council shall hold a public hearing on the application, after giving ten (10) days prior notice to all affected property owners. After the public meeting is held, and after making its decision on the application, the City Council shall send notice of its decision regarding the reimbursement application to the Developer and all property owners affected.
