The SA district is an overlay district requiring additional review of proposed uses in the underlying districts. To this end, any use that would be a permitted use in a district not overlaid by a SA district, with the exception of those uses permitted in Section 17.56.030, shall be a conditional use in areas overlaid by the SA district.
