Failure of local jurisdiction officials to observe or recognize hazardous or unsightly conditions, or to recommend denial of the conditional use permit, or of the planning commission to deny such permit shall not relieve the permittee from responsibility for the condition or damages resulting therefrom, and shall not result in the local jurisdiction, its officers or agents, being responsible for the conditions and damages resulting there from.
