All measurements, tests, and analyses of the characteristics of water and wastes to which reference is made herein shall be determined in accordance with standard methods. In the event that no special facility has been required, the point of inspection shall be considered to be the downstream manhole in the city sewer nearest to the point at which the building sewer is connected to the public sewer.
