It shall be unlawful for any person to use, apply, or allow to be used or applied any water from the Pressurized Irrigations System on any property for which (I) application has been made to the City for Pressurized Irrigation service, (ii) all related fees have been paid, and (iii) connection and service for the specific parcel and area of property have been authorized by the City.
