All record owners and occupants of (I) all residential properties or lots located within the corporate boundaries of Lindon City, and (ii) all institutional properties, school properties, religious institution properties, commercial properties, lots or sites located with the corporate boundaries of Lindon City, whose properties lie within three hundred (300) feet of a Pressurized Irrigation System main line shall connect their properties to the Lindon City Pressurized Irrigation System and pay the applicable fees and charges. This section shall not apply to a record owner or occupant of a residential property who both (I) as of the effective date of the Ordinance enacting this Chapter, has connected the residential property to the Lindon City culinary water system and (ii), prior to the first day of June, 1992, has elected to not connect to the Pressurized Irrigation System.
