The city shall provide a written statement to each user of the public utility services once each month, or at such other interval as is established by the city council. Said statement may be provided electronically with authorization from the account holder. Said statement shall separately specify the amount of the bill for each of the public utility services provided and the place of payment and date due. If any person fails to pay the charges for the public utility services provided within fifteen (15) days of the due date, or within such other time as established in the terms of the utility agreement, the city shall notify the public works department and the city shall have authority to direct said department to shut off all water service to the premises involved after compliance with the procedure set out in Section 13.12.050.
