It is unlawful for any person to sell raw milk within the confines of the city without first having obtained a permit to do so at a fee to be established by the city council. It is further unlawful for any person to operate a business for the purpose of selling raw milk unless they conform in all respects to the regulations of the Utah State Department of Agriculture, Utah State Department of Health and the Utah County Health Department, or any other governmental agency which may have regulatory powers in regard to the sale of such products.
