It is unlawful for any person owning, keeping or harboring any dog to permit the same to enter or be in any public school building or to enter any public building, unless such dog is trained for the benefit of the disabled, such as a seeing eye dog, and the dog is being used for such a purpose and accompanied by the person needing such assistance, without express permission of the appropriate school authorities or officials responsible for the public building.
