The introduction, possession or maintenance of any animal, or the allowing of any animal to be in violation of this title, is in addition to being a misdemeanor, declared to be a public nuisance. The animal control officer and his/her deputy are empowered and authorized to abate such public nuisance by any means reasonable including but not limited to the impounding of such animal in an appropriate shelter, the taking of such animal by humane means for impoundment, or the destruction of the animal or animals involved.
