Certificates shall be issued only in the name of the Applicant and even though a Responsible Party or Entity, if any, shall be listed on the Certificate, it shall not be deemed to be issued to that Responsible Party or Entity. The Certificate shall be non-transferable. A Registered Solicitor desiring to facilitate or attempt to facilitate Home Solicitation Sales with different goods or services or to solicit for another Responsible Person or Entity, from those designated in the originally submitted Completed Application, shall submit a new application to the Licensing Officer.
