The majority of the council elected shall constitute a quorum to do business, but a smaller number may adjourn from time to time and are empowered to compel the attendance of absent members, and may when necessary, direct the marshal to bring in such members under arrest. Should any member of the council refuse or neglect to attend any meeting of the council when notified by the marshal or other proper officer that his presence is necessary to form a quorum, or should any member leave the council when in session without the consent of council when such leaving would break the quorum, he may be fined any sum not to exceed $50.
