Applications for reimbursement under this chapter shall be made in writing and submitted to the city council within ninety (90) days after official acceptance of constructed public improvements by the public works director or other authorized city representative. The application shall be accompanied with a nonrefundable application review fee in such sum as shall be established by the city.
