The standard land use table shall not be used to establish permitted, conditional, and nonpermitted uses in the RC zone. Rather, the following primary uses, and no others, shall be permitted in the RC zone:

1. Residential.

a.  Hotels/motels.

b. Caretaker facilities – accessory to main uses only.

2. Manufacturing.

a. General food manufacturing – under twenty thousand (20,000) square feet.

b. Candy and other confectionary products.

c. Brewery (liquor and spirits) maximum one thousand (1,000) square feet and must be in conjunction with a restaurant.

d. All general apparel.

e. Publishing, printing, and miscellaneous related work.

f. Professional, scientific, photographic, optical instruments, etc.

g. Motion picture production (permanent studios).

h. High-tech manufacturing; indoor production and storage only; may not produce objectionable noises, odors, or other externalities to the detriment of surrounding properties.

3. Transportation and Utilities.

a. Auto parking facilities – private (does not include storage of vehicles).

b. Telephone utility lines – underground.

c. Television broadcasting studios.

d. Television transmitting stations and relay tower (height of tower may not exceed maximum height of zone).

e. Electric utility lines – above ground thirty-five (35) kV or greater.

f. Electric utility lines – underground.

g. Gas utilities – underground.

h. Water storage.

i. Water pressure control stations.

j. Sewage pressure control stations.

k. Freight forwarding services (no outdoor transloading or transfer of truck trailers).

l. Packing and crating services.

4. Wholesale Trade – Indoor Storage Only.

a. Drugs, chemicals, and allied products drugs, drug proprietaries and druggists’ sundries dry goods, piece goods, and notions, apparel and accessories.

b. Groceries and food stuffs.

c. Electrical apparatus and equipment, wiring supplies and construction material.

d. Hardware.

e. Plumbing and heating supplies.

f. Professional equipment and supplies.

g. Air conditioning, refrigeration equipment and supplies.

h. Paper and paper products.

i. Furniture and home furnishings.

5. Retail Trade.

a. Building material, equipment supplies and hardware – indoor storage only.

b. Home improvement centers.

c. Direct selling organizations – call centers.

d. Arts, crafts, and hobbies.

e. Musical instruments/supplies.

f. Groceries and/or food.

g. Candy and other confectionery products.

h. Motorcycles, personal ATV, personal water craft, and snowmobile sales and service.

i. Motor vehicles/trucks/marine – new vehicle dealership only (must meet site requirements found in Section 17.48.200).

j. Gasoline service station with convenience store.

k. Marine craft and accessories.

l. Clothing, apparel, and accessories.

m. Furniture and home furnishings – indoor storage only.

n. Restaurants/fast food.

o. Pharmacy.

p. Books/newspapers/magazines.

q. Office supplies.

r. Cameras and photographic supplies.

s. Gifts, toys, novelties, souvenirs, and antiques.

t. Florists.

u. Sporting goods and equipment.

v. Computer goods and services.

w. Optical goods.

6. Services.

a. Professional office uses.

b. Chartered banks, credit unions, and other similar financial institutions.

c. Security and commodity brokers, dealers, and exchanges.

d. Laundering and dry cleaning services.

e. Custom tailoring.

f. Commercial janitorial.

g. Photographic services.

h. Beauty and barber shops.

i. Massage therapy/personal care health spa.

j. Child day care – five (5) to sixteen (16) children.

k. Commercial preschool.

l. Catering services.

m. Blueprinting and photocopying.

n. Research, development, and testing services.

o. Photo-finishing.

p. Motion picture distribution and services.

q. Watch, clock, and jewelry repair.

r. Medical, dental, and health clinic services/small outpatient type services.

s. Hospital services.

t. Medical and dental laboratories.

u. Veterinarian services, animal hospitals – small animals only.

v. Private primary and secondary schools.

w. Universities and colleges.

x. Professional and vocational schools.

y. Art, music, dancing, tumbling, martial arts, and gymnastics schools.

z. Driving schools.

aa. Civic, social, and fraternal associations.

7. Public Assemblies.

a. Museums/art galleries.

b. Motion picture and stage theaters.

c. Dance club/music venue.

d. Exhibit halls.

e. Convention centers.

f. Amusement parks.

g. Arcades and miniature golf.

h. Golf driving range.

i. Recreation center/bowling lanes/roller skating rink.

j. Water slides.

Secondary or ancillary uses to the primary uses listed above may be allowed when such use does not detract from the primary use and does not occupy more than twenty percent (20%) of the site or constitute more than twenty percent (20%) of the business revenue.

It is recognized that new types of land uses will develop and various forms of land uses not anticipated may seek to locate in the RC zone. The land use authority and city council shall review unlisted land uses based on specific criteria established in the compatibility standard in Appendix A Standard Land Use Table of the City Code after a complete application is received by the city.
