Any applicant desiring to receive approval for an R3 Overlay Zone project as described in this ordinance (17.45) shall submit a Land Use Application for a Major Subdivision with the appropriate submittal documents as found on the application. All applications shall be reviewed as a Conditional Use, subject to Planning Commission and City Council approval and findings that the application meets all requirements.
