Where blocks exceed one thousand feet (1,000') in length, pedestrian rights-of-way of not less than ten feet (10') in width may be required by the planning commission through blocks where needed for adequate pedestrian circulation. Walk improvements (paving) of not less than five feet (5') in width shall be placed within the rights-of-way, when required by the planning commission.
