1. The planning commission shall consist of seven (7) members, each to be appointed by the Mayor, with the advice and consent of the City Council. Members of the Planning Commission shall be residents and owners of real property within the jurisdiction. No member of the City Council, Board of Adjustment, and no City employee shall be a member of the Planning Commission.

2. Appointment of an Alternate. When deemed necessary, the Mayor, with the advice and consent of the City Council, may appoint one alternate Planning Commission member to sit on the Planning Commission as a voting member. The Alternate Planning Commission member may participate in all regularly scheduled meetings and activities, however, may only participate as a voting member in the absence of one of the seven regularly appointed members.
