In case the owner of any of the premises mentioned in Section 13.18.150, or the tenant or Occupant of such premises, shall fail to pay the required fees and charges applicable to the Pressurized Irrigation System, the City, pursuant to the procedure as set forth in this Chapter, may cause the pressurized irrigation water service to be shut off from such premises and the City shall not be required to turn the same on again until all arrears, reconnection fees, and other fees shall be paid in full, to the extent allowed by law.
