User rates and fees shall be established in the Lindon City Fee Schedule in an amount sufficient to generate revenue to pay all costs for the operation and maintenance and replacement of the public utility services systems. The city shall review the user rates and fees not less often than every two (2) years and shall revise the rates and fees as necessary to assure equity of the service charge established herein.
