The Lindon city council shall from time to time, by resolution, establish such rates, deposits, procedures and fees as it deems proper and reasonable for the public utility services provided by the city and the uses made thereof by the users. For purposes of this chapter “public utility services” shall mean culinary water services, sewer services, secondary water irrigation services, storm water utility services, solid waste disposal, and recycling services. All rates and fees promulgated by the city council shall be made a matter of public record, shall be filed with the city recorder, and shall be available for inspection by any person during normal business hours.
