13.13.200 Use of Public Sewers

1. Discharge into POTW System. It shall be unlawful for any person to place, deposit, or permit to be deposited in any unsanitary manner on public or private property within the City, or in any area under the jurisdiction of the City, any human or animal excrement, garbage, or similar objectionable waste.

2. Discharge of wastewater. It shall be unlawful to discharge into any natural outlet within the City, or in any area serviced by the POTW, any wastewater or other polluted water, except where suitable treatment has been provided in accordance with subsequent provisions of this Chapter.

3. Private disposal. Except as hereinafter provided, it shall be unlawful to construct or maintain any privy, privy vault, septic tank, cesspool, or other facility intended or used for the disposal of wastewater.

4. Discharge from recreational vehicles. Wastewater shall be discharged into the POTW from recreational vehicles only at locations designated by the Director.

5. Connection required. Any owner or resident of a house, building, or property used for human occupancy, employment, recreation, or other purposes, situated within the City and abutting on any street, alley, or right-of-way in which there is now located or may in the future be located a public sanitary or combined sewer of the City, is hereby required at his own expense to install suitable toilet facilities on the property, and to connect such facilities directly with the proper public sewer in accordance with the provisions of this Chapter, within ninety (90) days from the time such resident or property owner is notified by registered mail, provided that the public sewer is reasonably available and is within three hundred (300) feet of the property line.

6. Enforcement. In the event any resident or property owner should fail to connect to the public sewer after receiving notice of the availability thereof, or should fail to comply with the requirements of this Chapter, or should fail to pay for any fees or charges required by this Chapter, the City may cause the water to be shut off from such premises and shall not be required to turn it on again until the resident or property owner has connected to the public sewer at his own expense and all arrears for service furnished have been paid in full.
