Notwithstanding any provision or agreement to the contrary the city may terminate public utility services without notice where, in the city’s judgment, a clear emergency or serious health or safety hazard exists for so long as such conditions exist or where there is unauthorized use of or connection to the city public utility services or where there is evidence or suspicion of tampering with pipes, meters, or other public utility services equipment.
