All public fire hydrants shall be under the control and shall be kept in repair by the water and sewer department, and in case of fire the fire department shall have free access to such hydrants. No other person shall open or operate any fire hydrant or attempt to draw water therefrom without special permission of the superintendent of the water and sewer department.
