No person shall play or cause to be played amplified sound without obtaining a permit from the city to do so. Such permit may be denied by the city where it is the reasonable belief of the city that such sound or music would have the propensity to disturb the peaceful enjoyment of the park facilities by the members of the public or annoy residents adjoining park facilities.
