It is unlawful for any person to make any excavation in any public street or road or to remove any asphalt, pavement or other materials forming any street or road without first obtaining a permit from the city building inspector. Such permit shall be issued in accordance with the provisions of this chapter and only if said excavation can be accomplished in such a manner as to protect the safety of the general public.
