Any vehicle parked in violation of any provision of this chapter is hereby declared a nuisance and detrimental to the safe and proper regulation of traffic. The same may be summarily abated by removing any vehicle by or under the direction or at the request of the city or a police officer to a place of storage by means of towing or otherwise.
